Does BLE and Bluetooth are two different hardware, or just the BT hardware that behaves as BLE with specific libraries and protocol?

Does BLE and Bluetooth are two different hardware, or just the BT hardware that behaves as BLE with specific libraries and protocol? According to BT SIG, the BT Classic and BT Low energy are two separate module which having separate link layers. If you considered as full hardware module which having support of both types(BT Classic and BTLE), shares physical layers(like Radio) but it has two separate link layer controllers(one for classic and another for LE).
