TxAdd flag in Advertising PDU tells whether the Advertiser's address is public (TxAdd = 0) or random (TxAdd = 1). Same as the TxAdd, RxAdd tells whether Initiator's address is public (RxAdd = 0) or random (RxAdd = 1).
