it is design dependant, the architect decides which blocks will be reset when this RESET command comes. BLE protocol recommends the usage of RESET command for resetting the link layer, after which LE controller shall enter in standby mode. In note, it says that it is not necessary for designer to use RESET command as hardware reset.
One more question regarding RESET command is, when will RESET command be generated? Will it be only generated at the time of power up of BLE device?

The Reset command will reset the Bluetooth Host Controller, Link Manager, and the radio module. The current operational state will be lost, and all queued packets will be lost. After the reset is completed, the Bluetooth device will enter standby mode. Note: after the reset has completed, the Host Controller will automatically revert to the default values for the parameters for which default values are defined in this specification.
